Analysis On Risk Of Contract Governance In Government

The contract government is the center core and most aggressive governance theme of new public management which it's springing is being central focuses for public administration both as a profession and a field of study. As the an approach of new public governance, contract government replaces the management style of traditional public administration and public policy network; it'll realize the change the orchestration system from public law system to private law system; alter the governmental governance base from power to contract one; enrich the researching field of traditional public sector. Meanwhile, contract government shapes the new model of government governance. However, there is no systematic researching material about contract government. The dissertation describes the springing of western countries'contract government and introduces the background and development process of contract government. The paper parts following three parts:Part one is the basic theory part, which starts with the description of concerned theory research about contract government, concluding the origin of theory; the definition of contract government and the theory base.Part two is about the part of risk analysis of contract governance and elaborates the measure of risk system of contract governance, which describes the operation system of the principal and agent relation; the contradiction role of government; the ethic risk and adverse choice; and the bewilderment of public or private law of contract governance.Part three is about the description of limits and theory and practice significance of contract government, and the revelation to China public administration reformation.Being the significance of theory and practice of contract governance, the dissertation investigates government contract governance for perspectives of risk analysis and risk protection mechanism. The dissertation tries to play a positive and active role in directing public sectors to operate the policy tool of contract governance legally and reasonably and to prohibit its negative effect.
