Research On The Data Governance Policy In Local Government From The Perspective Of Policy Tool

Data governance is an important frontier and practical problem in the field of government governance.The improvement of government data governance ability has become an important way to enhance the modernization of government governance level and governance ability.Previous researches mainly focused on government data governance policies at the national or regional level,and few related policy researches aimed at a certain province.Due to the unbalanced economic and social development in each province,researches at the overall level have certain limitations to guide local government data governance practices.This thesis aims to explore the characteristics of data governance policies of Shandong province by analyzing the text of government data governance policies,and then put forward suggestions for optimization.In this thesis,the government data governance policy of Shandong povince is taken as the research object,and relevant theories of data governance are reviewed and summarized.Based on the policy instrument theory of Rothwell and Zegveld,a threedimensional analysis framework of "policy instrument-policy objective-policy time" is constructed.At the same time,the thesis searches the data governance policy texts of Shandong provincial government in the policy document database,"the magic weapon of Peking University" and other policy and regulation databases,and then gets 45 documents after sorting and sorting.On this basis,through the content analysis method,with the help of NVivo 12 plus qualitative analysis software,the Shandong provincial government data governance policy text three-dimensional analysis.After analysis,the following conclusions are drawn in this thesis.(1)The data governance policies of Shandong provincial government have the following characteristics.Firstly,there is a significant preference for the use of basic policy tools,and the frequency of use of environmental policy tools is much higher than that of supply and demand policy tools;Secondly,the degree of matching between policy tools and policy objectives needs to be optimized.Environmental policy tools account for a large proportion in all policy objectives,while the policy tools of supervision,management,convergence and integration are far higher than other objectives.Thirdly,data governance policies have obvious phased characteristics.With the passage of time,data governance policies develop from general to specific and continue to develop in depth.(2)Based on the above characteristics and existing researches,this thesis puts forward optimization suggestions for the formulation of data governance policies in Shandong province.First,on the basis of optimizing the structure of data governance policy tools,maintaining the dominant position of environment-oriented policy tools,to improve the use frequency of supplyoriented and demand-oriented policy tools,and to establish a diversified and balanced data governance policy system.Second,to promote the coordinated application of policy tools and objectives.For those policy objectives rarely used,appropriately to increase the supply of policy tools to maximize the effectiveness of policies.Third,the policy formulation at different stages can be dynamically adjusted.In the next step,the policy formulation can appropriately increase the attention to data integration and try to provide policy support for data exploration to meet the needs of data governance at different stages.
