research on public policy formulation process and policy tools is more studied.In-depth,but for experts who study public policy,they don’t know much about how government departments can formulate policies.In recent years,government departments have paid more and more attention to group efforts in the policy-making process.Power and wisdom,and strive to formulate policies that are scientific,pragmatic,and useful,but there are few public statements about the formulation and formulation of public policies.The actual formulation of public policies and the theoretical academic courses of public administration,and had a rough understanding of the theoretical system of public policy.Therefore,this paper hopes to do some "combination" articles in policy theory research and policy formulation practice,and strive to find a combination point between public policy research and practical application of public policy.Through the process of restoring the public policy of the government departments,through comprehensive,real and objective display of the process of public policy formulation by the government departments,we strive to restore and reproduce the whole process of Key Projects for Transition to New Economic Engines from Old Ones from the policy concept into the policy practice.At the same time,the policy theory and policy tools are used to select the
