The Barrier Factor Researches On The Public Policies Executive At Present In Our Country

With the increase of the government functions and the expansion of the administrative power, the public departments are shrouded in the shadow that the government image is not good. In that, many governments of western countries made a series of reform, which made the function of decision making is separated from the function of implementation. One general drift of the government reform is to develop executive departments. At the beginning of last century, after Frank Goodnow published the famous thesis Politics and Public Administration, the relationship of politics and public administration, decision making and implementation is always a question at issue of world wide in the government management and a heart question of reform practice. The country interposing the economy more and more deeply, the government functions increases and the administrative power expanses and it plays the leading position of the country power system. With this background, every government of western country reforms government department constantly, in that it can increase the administration efficiency, decreases administration cost and raises the public service quality. Making a comprehensive survey on the administrative reform process and status of every country (district) in the world, developing government executive department is a fundamental direction. Public policy executive process is a process that will produce drifts and angulations. After reformation and opening, researches on the efficiency of the government and the public policy executive organization are so many, but for the most part they explain from organization and ideology.
