Research On The Executive Deviation Of Public Policies

Decision is the core of the administrative management, but it's not enough if only has the good-making decision, because the policy can not self-execution. "whether the decision perfect or not depends on exection", only put the decision into practice, can achieve the decision goals. Lots of facts shows that during the implement procession, execution always meets the contain and obstacles just like short of executives resources or the executives lack of self-discipline. Up to now, "favorable"," accurate", "timely" and "efficient" has to be the base of exection in public policy areas.Execution which is the important point of the policy process, is deemed to be directed by the objective of policy and pointing to the result of the public policy. However, executing deviation of public policy could be seen in a large extent of our policy process and resulted in bad policy consequence. Research on the deviation would promote the policy process, which aims to the countermeasures.The main problem of this paper is to explore the causes for executing deviation of policy. Taking the executive difficulties of the economy applicable room policy for example, this paper analyzes the traits of deviation in public policy. Furthermore, this paper concludes that four factors resulted in executing deviation of policy, which includes varies of individuals in executing policy, insufficient resources for policy, unclear target for policy and defect in supervision institution of public policy. At last, countermeasures would been put forward which are based on the analysis.
