On Construction Of Peasant Workers' Social Insurance System In China

Since reform and opening-up, accelerating the industrialization and urbanization process in China, more and more surplus labors in rural areas transfer to the city or township enterprises. During this process, a special social group named the peasant worker arose, which is a new labor force in the modernization of our country. This huge social group has made the great contribution to the socio-economic development of China, however, their identities, social status, living condition are not equal at all. So they become a marginal group of our society, especially the peasant workers'social insurance, drawing the great attention of country and academia, still no solution yet. Therefore, it's an important and realistic issue for us to speed up to found a peasant workers'social insurance system and improve social security platform.This thesis has explained the connotation of the peasant workers at first, inducting the different statements about peasant worker at present and educing the view shared with the author. For the purpose of getting further understanding, the formation background, appellation development and classification of peasant workers have been studied in depth. This thesis has also described the connotation of social security, harmonious theory, fair and efficiency theory etc, regarding those as the foundation stone of the study.Secondly, on the basis of social insurance, social aid, social welfare, summing up the existing system about peasant workers'social insurance in national and local areas, the thesis has analyzed peasant workers'social insurance level and problems in the system of the current social insurance of peasant workers in our country, and has figured out the profound reasons such as social structure, legal system and concepts. Then the thesis has indicated the social danger resulted from peasant workers'social insurance question, thus concluded the urgency and necessity of construction and improvement of peasant workers.Finally, according to the particularity of the peasant workers in China, the thesis has established five basic principles of setting up peasant workers'social insurance system. Through comparative analysis, the thesis has estimated various practicalexperience of peasant workers insurance system in some areas, which mentioned in documents by scholars. On the basis of absorbing valuable points, the concrete scheme has been brought forward to construct the peasant workers'social insurance system.
