Consummation Of Migrant Workers' Social Insurance System

Peasant worker is a special group in Chinese city, they are liberated from land, butthey can not live without land. They move from city to village and from village to cityagain and again, so they have typical city-village character. But our social security systemis based on huko system, it has much difference between citizen and peasant, so peasantworker is just between citizen and peasant, i.e.they are in vacuum space of social security.As the fast development of the course of China’s urbanization, the number of urbanmigrant workers is constantly increasing. A large number of urban migrant workerswithout living security will resort in cities, which will have an effect on the urbanstability, development of economy and society in cities and towns. This actuality makes itclear that urban migrant workers’ reasonable rights and interests are being negleeting andhanning, which we should not let it continue any more.This dissertation’s body part altogether consists of four parts. Part One is expoundsthe necessity of improving the migrant workers social insurance system and the practicalsignificance, and puts forward the urgency and reality of migrant workers social insurancesystem; Part two introduces and evaluates the present regulations set by both central andlocal governments for the old-age insurance of the peasant workers, briefly depicts theobstacles in process of building the peasant workers’ old-age insurance, and puts forwardsome proposals to reform and perfect; Part Three analyze our problems and futurereformation points of present situation of peasant worker medical system in China, mainlyfrom the perspective of urban and rural plan as a whole to explore improving the migrantworkers medical insurance system; Part four puts forward some other supportingcountermeasures and suggestions to improve the peasant workers’ social insurance system.
