The cataclysm of Eastern Europe and the collapse of the Soviet Union from the end of 1980s to the beginning of 1990s put an end to the stable bipolar pattern during the Cold War. The major world powers began to readjust the strategy whereupon. In order to revitalize the economy and to regain the position of a big country, the new Russia began to determine the foreign policy of fitting into Europe, and to overall improve the relationship with western countries, mainly the countries in Europe. With the gradual deepening of integration, the independence of the European Union to America became stronger and stronger, but it has not much power to compete against America on his own. So the European Union has to get the help from Russia. Thus the relationship between Russia and the EU was oriented once again, and their areas of cooperation began to expand.Constructivism is an important branch of western international relationship theories, which rose in 1990s. It maintained the opinion that the world politics should be treated as the view point of sociology, that organizational rules and recognition should play important roles in the process of country actions and interests. And that the behavior corpuses and the system structure were interdependent. The world politics exist through social construction, and this construction was based on the approval to each other's interests.This article, considering constructivism as the basic Analysis tools, taking Russia determining the foreign policy of entry into Europe as a breakthrough point, elaborates the large changes between Russia and Europe in recent years; It analyzes the process and reason of the determination of the foreign policy from the view of constructivism. Then analyzes the factors which affect further development of the relationship between Russia and Europe, and in the last predicts the prospects of Russia's entry into Europe.There was argument about Russia's strategic localization after the Cold War within Russia, and formed Atlantic principle - Europe principle, modern Europe and Asia principle and new Slav principle three schools. Russia in order to promote the economy as soon as possible, has chosen the diplomatic strategy of "entry into Europe". After implemented this kind of new diplomatic strategy, there were a rapid development of economy, political ,safety, and cultural relationship between Russia and the countries in Europe, and the area of collaboration unceasingly develops. This kind of develop is based on the approval of each other. Whether Russia to European Union or European Union to Russia. But this kind of approval is unable to eliminate the deep level restriction factors which affect Russia's entry into Europe, namely not only the European countries can't approve to Russia, but also Russian oneself has the approval paradox. So though the relationship between Russia and Europe had a bigger improvement than before the Cold War, Russia's entry into Europe is not easy, and it requires a long process. though the relationship between Russia and Europe continue developing well. Yet, it is rather hard to realize Russia's entry into Europe.
