| During the economic and system transforming process, there is an obvious absence of the county-level government's function in such aspects of the allocation of public resources, solution of public problems along with the retreating of the traditional government's functions and the establishing of the market-oriented approach to dispose the public resources. This systematic vacancy will often lead to a lack of emergent response mechanism of county-level government in the early period when problems and crises occur, which will eventually delay the solving of the crises and problems. Particularly, it is demonstrated as that the county-level government's ability to deal with the emergent affairs is low, there is no such an independent and long-lasting crisis management and coordination mechanism, and the professional information and crisis pre-warning and dealing mechanism hasn't been established. In this thesis, based on some abrupt public affairs, the author explores and analyzes the county-level government's vulnerable spots in its public administration functions, and especially the vacancy of its emergent response functions, and proposes some solutions on how to construct and establish an emergent response platform for the unexpected public affairs. The basic conclusion drawn from the analysis is that: Although we can not prevent the happening of ecological crises, epidemic diseases and some accidents that are caused by human being, depending on the perfect information system and fast crisis response mechanism, the crises can be controlled and solved in a short time and with low cost. As the supplier, constructor and investor of the public administration functions, the grassroots government at county-level should clarify the positioning of its functions and consolidate the construction of its emergent crisis response ability and provide resources needed for this in a long run and with high effectiveness. |
