Research On The Problems And Countermeasures In The Construction Of County (district) Level Public Security Government Affairs APP

E-government APP as a new type of E-governance emerged and has grown rapidly in recent years as a result of the development of the mobile internet technology and the evolution of civic awareness.Compared the government's website,Weibo and WeChat,E-government APP can effectively combine information dissemination,public services and interactive communication into a single application to meet the needs of the general public from all dimension and truly provide the "one-stop" services.The police department,as one of the many government departments,is the major law enforcement force in charge of cracking down illegal crimes and serving the people.Therefore,the work of the police department is closely related to many aspects of people's daily life and the police department is the key profile of the government.Different from province or city level police departments,the county(district)level police departments have close ties with citizens and provide a wide range of services.The county(district)level police departments are the pioneers of using E-government APP,with the largest number of E-government APP installations for the purpose of government information disclosure,public services and communication with the users.The research of this dissertation focusses on the county(district)level E-government APP demonstrating the issues by a case study based on an APP developed in WeChat platform from R city and D district police department.In this case study,the service-oriented government theory and communication theory are used to analyse the problems,address reasons and formulate countermeasures to provide guidance for the government's daily services.Specifically,this dissertation includes five chapters to reflect these details: the first chapter is the introduction of the concepts and theories explaining the definition of E-government APP,government operated website,government official Weibo and Wechat.The service-oriented government theory and communication theory are also reviewed in this chapter.The second chapter describes the current situations of using the E-Government APP in different areas,different development phases and implementation stages.A comprehensive and systematic study of "the family of the police and the Donggang people" is carried out.The third chapter is the analysis of the problems.Based on the case study in the second chapter,it is concluded that there are four main problems in the E-Government APP in the county(district)level police departments,inaccurate perception of E-government APP,incomplete operating mechanism;lack of features for broadcasting,services and communications;and insignificant effect.The fourth chapter analyses the reasons for the above problems including the perspectives of public service awareness,management and operation mechanism,social participation and multi-party linkage.The fifth chapter provides the potential countermeasures for the problems and challenges described in the previous chapters.These measures should consider the way of thinking,improve the management system,optimize the service efficiency,strengthen the interactive communication,and further improve the construction of E-Government APP in the county(district)level public security systems and promote the construction of service-oriented government.This dissertation aims to provide guidance to the construction of E-Government APP and even all kinds of government affairs APP for the county(district)level public security departments through the research based on the case study of "the family of the police and the Donggang people".This dissertation also aims to enrich the framework of the government affairs APP to make it more efficiency and build a bridge between the government and the public.
