The County-level Government Ability In The Process Of Building New Countryside-A Case Study Focusing On Jiangyin

Taking Jiangyin as an example,the thesis tries to explore the county-level government ability in the process of building new countryside. No matter from the aspect of modernization,Social transformation or administration ability, the county-level government will affect the progress of the building of new countryside, to solve the historical problems about Agriculture,Rural areas and Peasantry, to realize the coordinational development of rural and urban area, and optimize the public service regarding innovation orientation. Nowadays the county-level government is facing problems and shortages of indifferent scientific administration consciousness, complicated organization structure, low administration efficiency,crisis of public confidence, and ambiguous function of extensional agency.Tracing its sources, it is mainly that the traditional administration consciousness results in authoritative government activities, political achievement oriented assess system results in short sighted activities, and as well local interest protection results in antiforeign government activities. The building of "Happy Jiangyin" represents the civilian-based value, which is also the basic requirement and development orientation in county-level government ability enhancement.The fundamental government is desiderated to improve the resources development,service management,decision and execution, coordination control,study and innovation and so on. In accordance with the requirement of rationalization and upgrading, the fundamental government should be transferred from "all-around" to "finite" to build a limited government, from "restraining" to "service" to build a service oriented government, from "powerful" to "accountable" to build an accountable government,from "low efficiency" to "high efficiency" to build an effective government,and from "anticorruption" to "probity" to build a clean government. From the real situation,there are mainly five effective ways including democratization, Government by law,conditionality,system of open and informatization.
