with the sustainable development of an expanded in-depth reform agenda,lots of deep level problems about key reform areas and key links gradually stand out.In order to ensure the health,coordination and sustainable development of the reform cause,the top-level design of the system and system innovation should be accomplished,we should rely on modern science and technology,especially the big data technology,to realize the transformation from judge of the experience and subjective governance of theoretical deduction to the objective analysis and rational judgement calculated by the big data operation,therefore we will fully promote the modernization of the governance system and the governance capacity of the county government.The arrival of the era of big data provides a new concept and means for the governance ability of the county government,which is beneficial to the promotion of the level of the governance ability of the county government,so as to realize the organic combination of scientific decision-making and effective implementation,accurate management and individual service.It has important theoretical significance and present significance to promote the modernization of the governance ability of the county government.On the basis of combing the relevant domestic and foreign literature,this paper first explains the connotation and main contents of the big data and the governance ability of the county government,and the influence of the big data on the governance ability of the county government.Starting with the actual operation process of the county government,the governance ability of the county government is divided into four aspects: public decision-making ability,policy implementation ability,social management ability and public service ability;meanwhile,the influence of the big data on the governance ability of county government is also analyzed.In the background of the era of big data,the governance concept of the county government is more integrated,open and relevant,the governance system is more synergistic and transparent,the governance mode is more scientific and accurate,the governance model is more dynamic,the governance structure is much flatter,and the management technology is more modern.Then,it analyzes the current situation of governance capacity of county government under the background of big data.At the present stage,there are still some problems in the governance ability of the county government even though some achievements are made.The achievements are mainly manifested in the gradual improvement of public decision-making ability,the stable improvement of policy implementation ability,the steady improvement of the social management ability and the continuous optimization of the public service ability.The main problems are as follows: the degree of scientization,democratization and standardization of public decision-making are insufficient,the policy implementation is selective,arbitrary,symbolism and blindness,and the means of social management are single,the evaluation system of social management is not dynamic,and the supply of public service is lack of individualization,precision and existence.While the county government uses the big data thinking and technology to improve its governance capacity,it should also be clear that the lack of large data thinking and consciousness,the lack of data opening and sharing,and the lack of the big data professionals and management talents also restrict the improvement of the governance capacity of county government.Through the analysis of the current governance situation of the county government in China and the factors that restrict the improvement of the governance capacity of county government under the background of the big data,the author thinks that it is necessary to truly realize the use of the big data thinking and technology to rationally integrate and utilize the big data information resources so as to effectively promote the modernization of the county government's governance capacity.We should start from the following aspects: to improve the public decision-making ability of the county government through the cultivation of the big data decision thinking,the improvement of the public participation in decision-making mechanism and the construction of decision-making information feedback mechanism;to improve policy implementation ability of the county government through the establishment of a cooperative implementation network platform,the construction of the policy implementation supervision feedback mechanism and the training of the big data technology applications professionals;to improve the social management ability of the county government through promoting county government intelligence management,fine management and the construction of transparent government;to optimize the public service ability of the county government through the improvement of construction of county government wisdom gateway,"Internet plus government service” platform system and the wisdom government.
