The mental motivation of the civil servant plays an important role in the administration of the official business and this is an avoidable problem. The effect of material motivation is always of short duration; but on the other hand, the mental motivation is a whole course promotion because of the effect of it is lasting.The main purpose of mental motivation is to arouse the state of mind, through the ways of dig man's power and set off man's motivation. It can promote the society conformity of human deeds, then realize one's ideal and fulfill the target of society. The mental motivation turns in two directions: present and the future. As for present, it will heighten the mental outlook, mobilize the enthusiasm of the person and enhance the frequency of the desired behavior. As for the future, the mental motivation will keep the man's behavior in the desired direction for a long period. The mental motivation can also bring about the self-improvement. The mental motivation mechanism have so many advantages are based on the foundation. The essence of the mental motivation is the distribution of spirit wealth. The progress of the mental motivation is also the distribution of spiritual wealth. The overused of the material wealth will result the resource exhausted of and so do the spiritual wealth.
