Study On Performance Measurement On Local Government Permit Process

With the deepening of the Chinese administrative restructuring in recent years, the discussing of process improvement of administration has been more and more important as it can be provide reference to reform practicing. It has been a hot and hard issue to how to measure administrative process to improve process performance and quality in the administration. However, the current theory research and practice of process performance measurement of administration in our country has not yet met the requirement of reality.The present dissertation builds a model of process performance measurement of administration, it can provide an pattern to improve process performance and quality in the administration. firstly it analyzes the influencing elements of administrative process then the paper design an model of process performance measurement of administration, the dimensionality of process performance measurement combines with finance index and non-finance index, ,orienting the process and consumer, the model builds six dimensionality ,including process time index , process quality index, administrative and innovation index, consumer index, finance index ,administrative personnel index ,finally adopting the analytic hierarchy process, It works out every detailed measuring index and applies the above-designed performance measurement model to an administrative permit process in hengshui city. Through this case, it proves that applying the model to process performance measurement is feasible and practical.
