The civil service performance appraisal is a vital management means for the government to approve the official performance. The systems of civil service performance appraisal are the basic of the official performance appraisal, and they are the crucial part to reflect the civil service performance rightly and objectively. The administration of industry and commerce is a kind of government's administrative intervention actions in economic activities. Its basic target is to found and maintain the Socialist Market Economy Order. The civil servant of local industry and commerce administration shoulder the law-enforcing power endowed by the country. They work directly for the masses. If the performance appraisal supervisions are ineffective, they would damage the government image, disturb the orders of market economy, even lead to the corruption, malfeasance and some other phenomena.This thesis would research the current situation of civil servants in the local administration of industry and commerce, and thoroughly analysis problems among the present performance appraisal work for the local civil servants. On the basic rules of abiding by civil servants laws and regulations and combining with the practical situation, this thesis aim to research and design the local civil servants performance appraisal indexes systems. According to the opinion introduced by departments concerned, and through the comparison of projects and modification of indexes, I have set up five sub-systems (namely Moral, Ability, Diligence, Achievement and Rectitude), as well as 18 corresponding individual indexes. By using AHP (the Analytic Hierarchy Process) and combined with the experts' suggestions, the thesis would recalculate the indexes weight scientifically. Finally, the performance appraisal systems would be further perfected, with which would formulate a practical and scientific performance appraisal systems, and achieve the goal of approving the present performance appraisal methods as well as promoting the objectivity and validity work of performance appraisal methods in the local civil servants of industry and commerce administration.
