China has been booming since its reform and opening in the late 1970s; in the while, China has adjusted its foreign policy with a peaceful and cooperative character. Thus, seeking a correct position of national power and international responsibility becomes the inner logic request of China's diplomacy in modern times. However, as China's been rising, some other countries, especially U.S and some neighboring countries have propagated so-called "China threat theory". Hence, in middle 1990s, China proposed the declaration of becoming a responsible great power in international society" in order to support its peaceful rising theory. It indicates that China has proposed the dignified pledge to the international society---becoming a constructive participant of current international system. It demands that China promote its own international image, be melted into the world and realize peaceful emergence in the process of unceasing rise. In international theory and practice, China need to prove, analyze and appraise this political proposition, in this way can China find its endeavoring direction and then make clear that China's international responsibility orientation as well as its strategic development space, thus pushes the process of China's peaceful rise.
