Reinforcing Administrative Efficiency Supervision: A Reflection

Administrative efficiency supervision (AES) means that administrative supervision agencies, according to rules of law, carry out their supervision actions on public sector agencies, public servants, and the related individuals, to see whether administrative powers are employed properly, and whether administrative duties are performed efficiently, and if not, to punish undesirable behaviors amid. Reinforcing AES can be of great significance. It improves the administrative atmosphere and strengthens the governing capacity. It is also an important and indispensable serving cell of the economic development process. Moreover, it serves as a part of the responsibility-oriented government and can be seen as the axis of its legitimacy. Finally, it is also the endogenous requirement of building a honest and clean governing regime.To reinforce AES is nowadays a common consensus all around the world. After years of practice at home and abroad, current AES has reached somewhat peak in the structure decomposition, institutional building, scrutiny, and government honesty, helping to reform government's duty, constrain the behavior of administrative agencies and public servants. However, since AES was definitely neglected not until fairly short time ago, there are still several shortcomings needs to be recognized. Firstly, few have a clear and complete understanding of AES. Secondly, little inquiry based on critical thinking has been achieved. Thirdly, it seems that there are not enough existing legal seeds concerning AES. Fourthly, AES works conducted are still not satisfactory. Fifthly and also the last, there lacks AES related infrastructures.In China, five ways can be taken to reinforce and administrative efficiency supervision, so as to strengthen the efficiency-oriented government construction. Firstly, administrative efficiency supervision leadership and conducting mechanisms are needed. Secondly, public sector performance evaluation system needs to be improved, strengthening the efficiency-oriented government. Thirdly, publicity of administrative issues should be improved, and let the public know the performance details of the administrative process. The fourth, reforming current administrative approving system and being a service-oriented government should be on urgent agenda. Lastly, enforce supervision and being a responsibility-oriented government.
