A Study On The Efficiency Of Guangdong Local Government Administrative Supervision

Administration supervision is a main measure for local governments to implement the work,which is drawing governments and public attention.Administration supervision means that the supervision main body supervises and inspects policy implementation situations of governments at all levels,based on related laws,regulations and supervision systems.The essence of government supervision is to lead organization's controlling activities on lower levels.As a public administration mean,government supervision must seek efficiency and use it to be an important standard.It reflects the efficiency of supervision organizations and their staff,which is the proportion of input and output.However,there are still some inefficiency problems existing in supervision practices.Therefore,studying on local governments' administration supervision,analyzing and solving its inefficiency problems,are very significant in improving on local governments' administration supervision,implementing of leading governments' decision as well as setting up the prestige of government.This article starts from the intention,characteristics and development history of local governments' administration supervision and extends to the intention of supervision efficiency and influence factors.Based on the deep study on the limited government theory,government failure theory,industrialization innovation system theory and technical innovation theory,this article objectively describes the current situation of administration supervision in Guangdong Province and finds out its reflection of inefficiency:(1)lack of restraint;(2)being absolutely obedient;(3)lagging in phase;(4)too formalized.At the same time,this article analyzes the reasons why administration supervision is efficient and points some targeted suggestions combined with guiding concepts and basic principles in current jobs:(1)improve the relevant systems for administration supervision,including improving the legislative system,establishing a large supervision work pattern and strengthening the construction of government supervision teams;(2)make full use of technology to improve the efficiency of administrative supervision,such as innovating and enriching the way of working,speeding up the construction of "Internet Plus" supervision as well as strengthening supervision results' application.This article uses the methods of data studies,qualitative analysis and case analysis during writing process,in order to improve local governments' efficiency of administrative supervision.It enriches the theories of administrative supervision to some extent,improves the efficiency and quality of administrative supervision,as well as provides valuable creative reference for enhancing the execution of local government.
