Construction Of Office Efficiency Long-term Mechanism Of Thinking

The Construction of Efficient Capability in Government Bodies (CECGB) is an important part in the practices of Performance and Efficiency Management Mechanism of Chinese government.Currently establishing a long-acting mechanism for CECGB, as the frontier subject to improve the performance and efficiency in government bodies, is the new focus which should be researched seriously.Currently CECGB is developed by many local governments.Concept, rules and working style which are unfavorable to economic and social development are eliminated in order to realize the government's high-efficient management to society and efficient service to the public.Qinhuangdao City Government, through implementing CECGB, has greatly improved its work efficiency and service quality, playing an important role in improving the government's administration and efficiency, creating a good environment for the local economic development..However, speaking from an overall point of view, there is not a national unified standard and practice, and a scientific evaluation index system is not established. The work of government is not standardized highly. It often shows in a form of a spectacular event, but not a long-standing movement in real earnest. The root cause for this is because there is not a sound and complete long-acting mechanism.On the basis of sorting out and summing up various CECGB theories from both home and abroad, taking the experiences and practices in Qinhuangdao's CECGB as main sources, and with the case-analysis approach, this paper makes a deep analysis on the problems and the related causes that are existed in China's long-acting mechanism for CECGB from a different and brand new angle, and launch a probe on how to set up a long-acting mechanism for CECGB in China.This paper is consisted of four parts:The first part mainly elaborates the inherent meaning and characteristics of CECGB and its long-acting mechanism;The second part focuses on summarizing the CECGB practices in Qinhuangdao City;The third part analyzes the current problems and root causes in the CECGB and its long-acting mechanism; The fourth part puts forward some ideas and proposals for establishing a long-acting mechanism for CECGB in China.
