| The article define the notion of the cyber-society and analyze the undue behavior existed in the cyber-society and the severe moral crisis. It also raises the specific outline of criteria and it holds that the morals should be set to adjust the cyber-behaviors. As a result, the system of behavior regulation should be built. The article discusses the topic from the followed aspects. The first part: the cyber society lacks the corresponded binding mechanism so that there exists a lot of undue behaviors, and results in severe moral crisis. However, the causes are more than one. There are a lot of conflicts in the cyber-society. It is necessary to control and coordinate the cyber-behaviors according to the behavior regulations and moral guidelines. Accordingly, the cyber-society will develop in the healthy way and be far away form the chaos. The second part: there are several ways to regulate the cyber-behaviors. For instance, we can use the different ways to interfere it directly, for instance, the technology regulations, the industry discipline, the culture control, the global control and the legal regulations. The article sets forth the model of China and the direction of the future. It also puts forward specific outline from different point of view. The third part analyzes the difficulties confronted with the moral reconstruction. It also specifies the common aspects and the different aspects of the moral rules in the cyber-society and the real society. The article tells the necessary of behavior regulation and moral reconstruction and it holds that the cyber-society cannot go forwards without the two things. Finally, the article raises the specific ways to realize those objects and the keys are the technology regulations, the legal regulations and the moral rules. The article introduces the new measure in the other countries and raises the behavior regulation of the cyber-society in China as well as the specific ways of moral reconstruction.
