The emerging of social security system is the natural result of human social evolution. The social security system can help to maintain social stability, promote social fairness, adjust the income difference, enhance the economic growth, and increase the economic quality.The benefit of the government's involvement in the social security system can be summarized in the following aspects: reduce the wealth distribution defect in free market economy to enhance the fairness, lower the cost to improve the efficiency, balance the burden to provide more opportunities, control the economy to promote the economic development.The government should take the direct responsibility in the social security system. This responsibility is unlimited, but is also limited. The government's principle role in the social security is to make overall plan for the social security system, to create comprehensive law framework, and to provide financial support.The China's traditional social security model was created under planned economy. It was not implemented for the whole society. Only a small group of people were covered. There was not much diversification in its operation. The progress of free marketing economy is asking for a new social security system. This thesis analyses the evolution of the western countries'social security models and the role of their governments in their social security systems. Based on the influence factor of the social security model selection, and the China's present economy situation, this thesis suggests the multi-dimensional coordination model as the object model of China's social security reform. This thesis also presents the framework design for the multi-dimensional coordination social security model.
