Country social security is the important part of the social security system. Government attaches important to the construction of the country social security and farmer appeal to it. The construction of the country social security is starting and consummating step by step in our country. But we know that government's social security policy is unsatisfactory by investigate and we find some questions. So it arises the high degree of social practice and theoretical circles, this explains that we need to further improve country social security.This paper put the new cuontry cooperated medical security system, country social old people security system, small town insurance system, farmer social security system as the research emphasis.Take Fanxian County Yangji township of the Henan Province as the case, Through the investigation, we discovered the main problems of the current social security system in cuontryside areas,farmers′true demand of the countryside most basic social security,the vacancy of the government′s responsibility in construction of countrside social security system.In view of the performance of the government which is vacancy in the countryside social security system construction and the host, the objective reason which made the government vacancy in the countrside social security system construction, this paper target-oriented proposed the reasonable localization and the path of responsibility of the government in the cuontryside social security system.
