Research On China's Universal Publicity And Education On Law

China's universal publicity and education on Law have been carried on for two decades ever since 1986. With efforts, we made the guideline of the Party's democratic and legal system constructions, the Democratic and Legal Thought of Late Deng Xiaoping as well as the principal Strategy of Administering the Country by Observing the Laws and Regulations publicly aware of. We also realized three historical strides, namely the stride from the preliminary enlightening for all citizens with the ability of receiving education, to formulating a nationwide legal awareness emphasizing on cultivating the leading cadres' at all levels of the country for their work ability of deciding and administering in accordance with the laws and regulations; the stride from issuing the articles on enhancing the legal publicity and education as the sole method, to promoting the Strategy of Administering the Country by Observing the Laws and Regulations in all around manner; and the stride, concerning on law publicity and education, advancing from intangible to tangible, from infant level to developed, systemized, regulated and legalized phrase.In the early period for this paper preparation, I found no academic researches, at least within my collection of documents and materials, in the area of law publicity and education (this Undertaking, herein and after referred as). Currently the works released toward this issue are mostly from the perspectives of the people engaging this Undertaking, heavy more on the political and practical constitutions of this Undertaking.This paper will explore the discussions in 5 parts. The "General Introduction on Law Publicity and Education" as the first part is with the help of pedagogics, the comparative and historical analytical-method, and starting from the subjective, objective, definition, character, goal as well as function of this Undertaking, to conduct the scientific and serious research on the theory of this Undertaking.Second part "The Necessity of Current Law Publicity and Education" and third part "The Development History of Law Publicity and Education" address in focus the obstacles against this Undertaking set by traditional thoughts on laws and some other factors occurring in the recent centuries and even modern times."Content of Law Publicity and Education" as the fourth part makes the summary of the 25-year-period' s focus and specific tasks in every phrase during this period, regarding to the requirements from this Undertaking at different levels.The paramount part of this paper is the fifth. With the discussion on this Undertaking's importance and arduousness, this part raises the suggestions on "Law Publicity and Education Five-Five Program" and analyzes from 7 aspects:1. Specific guidance solutions concerning different groups of people;2. Good sample effect, particularly from the grass-root level;3. Correct guidance for citizens when problems occurring in the law enforcement;4. Accelerating and standardizing this Undertaking's legislation and education;5. Bringing-in the new contents of politics, economy and culture;6. Efforts put on improving the professionalism of the people engaging in this Undertaking;7. Active pursuit of long-time mechanism of this Undertaking.With detailed and eloquent analyses, this paper will end with the comments on the future and the development trend of this significant and meaningful Undertaking.
