The Protection Of Human Rights Of Vulnerable Group And Mass Media

The protection of human rights is the value at the core of the Constitution, the premise and goal of carrying out constitutional government and building a harmonious society. This paper analyzes systematically from different perspectives the attribute, connotation and extension, historical evolution, the value of existence of basic human rights ,such as the right to equality, the right to survive, the right to dignity and the right to harmonious, and forms the basic concepts that "human right is the right of vulnerable group" and "the protection of human right is to protect the right of vulnerable group".Social vulnerable group, as a social group that can not be overlooked, the author expounds its definition, distribution, causes of formation, drawback and unfavorable factors in the protection of human rights of vulnerable group in our country and comes to a conclusion that the efforts to protect human rights can only be realized effectively through forming a mechanism for expressing the interests. With a sound and smooth mechanism for expressing the interests, the vulnerable groups can express their difficulties and interests to the legislature or government through various legal channels, affect the legislative activities, the policies and law enforcement of the government, participate in the formulation process of "rules of game", so that legislation and policies fully reflect the interests of vulnerable groups and ultimately lay a rule foundation for the protection of rights of vulnerable groups and the building of a just and harmonious society. Therefore, demands expression is the key to the protection of human rights of vulnerable groups.In consideration of our history and tradition, reality and political system, operational patterns and mechanism of society, the author thinks mass media, as one of the ideal platforms for expressing the interests of members of society, is playing an increasingly important and irreplaceable role, due to its own advantages and characteristics. Mass media adheres to the self-position as "social machine", actively involve in real life, achieve favorable interaction between "media agenda" and "public agenda", create a platform for exchanging social views and dialogues, to satisfy the public' right to be informed, more importantly, the public can realize the freedom of speech through the media platform, affect the surroundings, attract attention so as to protect and realize their own rights. What's the most important is that citizens express their views, suggestions and voices through mass media, form public opinions, supervise state affairs, social and public affairs and the actions of the working personal, affect public policy-making and power operation, thus realizing the basic rights of the vulnerable group. Therefore, from this perspective, only when mass media pay close attention and involve in the protection of the basic rights of the vulnerable group, especially start to maintain social equity, serve the vulnerable groups, can they find their origin and destination.
