On the basis of the actual population settlements, the paper points out the main problems of population settlements of flood retention areas in Huai River Basin of Anhui province. From the requirement constructing the harmony socialism society and the characters of population settlements in flood retention areas, it puts forward a feasible policy frame of population settlements. According to the requirement controlling flood and the characters of agricultural production in flood retention area, it forms a principle selecting settlement modes. It puts forward several settlement modes such as outside flood retention areas are near concentrative settlement just moving population, concentrative town settlement moving population and production, far dispersive settlement moving population and production, and inside flood retention areas is diked village. It also analyzes the conditions applying these settlements.Giving an example of near concentrative settlement just moving population, the paper analyzes the effect factors selecting settlement location. Then it constructs an index system evaluating settlement location. Deciding the index proportion by AHP model, and giving the vector evaluating every index after constructing evaluation team on the basis of the people's desire, it gives the result by the fuzzy integrated evaluation model and the model selecting settlement location comes true. At last it gives the model's application.Its innovations consist of deciding population scale inside flood retention area on basis of population settlement capability, bringing the residents' amalgamation into the index system according to the characters of near concentrative settlement just moving population, and the scientific and feasible model selecting settlement location by constructing evaluation team on the basis of the people's desire.
