Binhai new area plays an important role on the economic development of Tianjin. quickenning the development of Binhai new area has very important meanings in driving economic development in Tianjin and even Bohai area. At present, the development of Binhai new area has already caused the extensive concern of the personages of various circles of society, some scholars and research institutions begin to carry on further investigation on development of Binhai new area. By the look of research results already made, it still lacks systematicness and rigorous on study of Binhai new area. This paper is based on regional competitiveness theory and scientific development view theory, intergrating with practice closely, systematic research has been in progress from the theory and real example about economy and social synthesis evaluation of Binhai new area. Five chapters are involved in this paper including introduction, the main research contents can be summarized as follows: 1 , Theoretical foundations which support economy and social synthesis evaluation of Binhai new area have been Probed into. From classical competitiveness theory to new economy theory, tracing back the development of regional competitiveness evolution theory, the main view of every theory have been analysed also; A brief to sum up and analyse is carried on The scientific development view which is put forward on the Third Plenary Session of the Sixteenth Central Committee; Carry on evaluation and analysis to all kinds of appraisal regional economies and index systems of the social development. Put forward the thought of economy and social development in Binhai new area at the same time. 2, Real example analysis and comparation with other area on the economy and current situation of the social development of Binhai new area have been carried on in this paper. Using all kinds of appraisal system in reference and considering the actual conditions of Binhai new area, the Trinity evaluation system which meet the development index of Binhai new area was put forward. The main composition law of factor analysis method was used to analyse, and clear disparity was showed in so many field when contrast Binhai new area with the similar developing regions such as Pudong new area in Shanghai and Shenzhen special zone in Guangdong. So the burden is heavy and the road is long to develop Binhai new area . 3, The input and output efficiency of Binhai new area has been studied in recent ten years. The relatively effective "three aspects" evaluation system of input-output was put forward, the DEA method was adopted to analyse during this process. The result showed that validity of input-output more and more remarkable in Binhai new area with the deepening of reform and the policy of opening to the world. A change of intensive style to develop now and being extensive past, and transiting from key element urging development to invest and innovation urging development, the right track of a benign development was got onto basically. But it is important to pay close attention to the out-of-balance of input-output and the investment wasting in some field. 4, The analysis and evaluation has been put forward for Binhai new area to accomplish the four modernizations. Basing on and creatively application the method of BSC, three evaluating indexes economy,city and social development,innovation ability were put forward in this paper, the bucket theory was adopted to compare the current situation with preserve index, sothat the disparity and deficiency can be found during the development of Binhai new area. The result showed that 2/3 index and preserve index differ by more than 50%, it is quite a arduous task to accomplish the four modernizations first in Binhai new area of Tianjin. 5, According to the evaluating result , countermeasure and suggestion which quickenning the development of Binhai new area were put forward in this paper.
