The Issues And Countermeasures Of The People's Government Of Jilin Province On Innovation

The innovation in government system supplies a good system condition, system environment and system function for the development of economy and society. Its final purpose is to maximize nation's benefit and people's welfare, and represent the broadest people's ultimate benefits in word and deed. To Jilin Province, it is necessary choice for it to carry through government system innovation, change its government function, improve government's performance and supply the system guarantee for prospering the Jilin traditional industrial base.In the first part, the author states the necessary for Jilin government system innovation from four aspects: adapting to the challenge of WTO; prospering the Jilin traditional industrial base improving the government system innovation; building serving government.In the second part, the author analyzes the problems: the incomplete change of government function; the weak maneuverability of government's policies; the unhealthiness of government's legal system; big government's size; lack of competition of government's leaders.In the third part, the author analyzes the factors to restrain the Jilin government system innovation: the special historical culture of Jilin to restrain the need of the government system innovation; the current political system to restrain the direction of Jilin government innovation; the unfairness of nation's policy to restrain the impulsion of Jilin government innovation; the imbalance of region's development restrain the space of Jilin government innovation.In the end, this thesis brings forward its countermeasures and proposals: striving for the center government's support and the experimental unit; strengthening its service and regulate government's function; innovating decision-making system and improving the quality of policies; regulating the law and making a good credit environment; deepening government's reform and innovating government management system.Jilin government system renovation involves a lot of aspects and we can not state them one by one. However, the government renovation will definitely give a form base to prosper the Jilin traditional industrial base. In this way, we can improve its drive and social economical performance of prospering the Jilin traditional industrial base.
