The recovery of the new conservatism after cold war is not an accidental phenomenon, and it is not a flash in the pan. According to the social and political environment, its political potential should not be overlooked. As a product of the post-Cold War international political realities, the new conservatism is deeply rooted in American political culture soil, and catered to the American political trend changes as well.In the 1960s'second half, the United States political arena emerged two new conservatism forces: The new conservatism, as distinct from traditional conservatism; the neo-conservatism, as distinct from new conservatism. Inheritance of the Liberalism and Jews accounting for a large proportion, neo-conservatism differs from the former. However, in this paper we will ignore their differences, but focus on contemporary understanding of the entire American new conservative thinking to its rejuvenation, and to explore contributing to the rejuvenation of the internal and external factors. Therefore, the neo-conservatives pursuing new conservatism and advocating reunification herein after would be called neo-conservatives.After the Cold War neo-conservative reaches agreement with the traditional conservatism in domestic policies. But there has been a distinct feature in foreign and defense policies:First, the neo-conservative views that the post-Cold War world most prominent feature is a mono polar world.Secondly, the neo-conservatives proposed the primary strategic objective of United States after cold war is to maintain and consolidate the position of mono polar hegemony, prevent new challenge to the strategic position of the United States again.Thirdly, the neo-conservative advocates that the United States should play a global leader's role in the contemporary world to deal with today's international affairs spontaneously and proactively.Fourth, the neo-conservatives insist that the United States maintain and even enhance its military strength from increasing military spending, maintaining and adjustment of the military presence overseas. Fifth, the neo-conservatives maintained that the United States strengthen national will and have courage to use military force to achieve their goals.Sixth, the neo-conservatives respect American values and political and economic systems, and is committed to putting itself own a model to the world.In addition, in recent years the neo-conservatives advocated the new imperialism much. According to the British scholar Perry Anderson, such expositions can be divided into three parties: the "democratic peace theory","hegemony" and "post-modern state" or "national market theory."Clearly, after cold War neo-conservatism has become systems of a rich content, constitute of worldview, strategic positioning, strategic objectives and the means of implementation.By the same time of adjusting and perfecting the policies, the new conservatives'forces have been coming to the fore. The number of the neo-conservatives has significantly been in growth, and ideological and political activities have been a more effective organization and coordination. Since the end of the Cold War, the American Enterprise Institute, Project for the New American Century, Weekly Standard, the impact of three neo-conservative institutions is particularly noteworthy.The most prominent sign of the neo-conservatives rejuvenation is a variety of seniors of new conservatives in the Bush administration. The neo-conservatives finally put extreme political ideas directly into actual government policy.The rejuvenation of the new conservatism is not an accidental phenomenon. There are four main reasons:First, the plight of liberalism. The international economic cooperation have been in trouble and the international security situation has become worse, which Neo-conservatives made a strong criticism, blaming Clinton's foreign policy failing to achieve the expected results. The new conservatives take advantage of the liberalism shortcomings to exercise their influence.Second, the advantages of the theory. After developing the useful and discarding the useless of main stream diplomacy thinking, such as liberalism, realism , make the neo-conservative strategic thinking unique attractive. These principles are not new conservatism initiative, but it fist originally make different schools of the integration point for a self-sustaining political concept. The neo-conservatives of various schools of thoughts melting in the furnace, so that the material interests of the United States and spiritual interests of the harmonization and unification thereby resolving the long buried problems in the depths of the soul of the Americans -- the contradiction between reality and moral. For China, there are enough spaces to make progress, not only in Sino-U.S. relationship but also out of Sino-U.S. relationship.
