The world grain production presents a imbalanced aspect: the food some developed countries product is massive surplus; Because of sharp increase population and extreme poverty , a lot of developing nations do not have enough food. This proposed the realistic possibility and the necessity for the international food aid. As early as the 19th century, there was the earliest international food aid. But until the end of the cold war, the international food aid was grasped by the big nations, which have a strong political nature and tendentiousness. After the cold war, the international pattern changed, so did the international food aid pattern, but whether did it change or not, it can help the low income and truly lack of the food country, and achieve the whole world food security goal is not sure. Therefore, the author plans to study the after -cold war international food aid question, and hope through this research people can have a correct and comprehensive understanding of it.The present paper divides into the following three parts: The first part was about the international food aid summarize, which summarizes the realistic possibility and the characteristic of the food aid in the cold war, and help people have a comprehensive understanding of the international food aid. The second part is the main part and the case research: through this case which the international society help DPRK, the author analysis the essence of the international food aid question .According to the channel of the international food aid, it can be divided into the bilateral food aid and the multilateral food food. The international food food to DPRK's implementation also mainly divides into these two parts. The bilateral food aid is the POK-DPRK. First describe the process, then summarizes the characteristic, finally analysis and have the conclusion that the bilateral food aid is the aid-giving country and the receiving state's interaction process, an rational choice which two national weight national interest and needs. The multilateral food food takes World Food Program help to DPRK's food aid as the example, and have the conclusion the multilateral food help although has the relative independence, but in the non-government international society which the country was still the main behavior body, it still had to receive the national restriction, and unable to get rid of the political influence. The third part is conclusion. Through the second part case we can see although the cold war ended, the American and Soviet two-pole resist no more and the international food aid may no longer receive the restriction, it still received the political factor's influence and was unable to obtain the complete independence. Therefore, the developing countries which want to solve the grain problem ultimately,must rely on one's own effort to revive the food security.
