Peasant-workers have emerged as a new special community with China's swith to a new market economy and the transition of social structure since the 1980s and its population have been constantly increasing. According the authoritives, peasants working out of home have reached 120,000,000 until 2005 and become an important impetus to urban construction and the development of township enterprises.What deserves our attention is the fact that the legal rights of peasant-workers have been violated to different extents in the past years. Some problems in social insurance, labor security, wage arrears, their children's admission to school, etc. have become the focus of the society. It was due to wage arrears that some collective emergency events, such as, appeal to higher authorities for help and strikes have even taken place in some areas to a serious detriment of the stability of society and the life safety of the masses. We made a special survey of peasant-workers in Qingdao to hold and understand the living conditions and legal rights situation of this newly-formed community. Based on the survey of the legal rights of peasant-workers in Qingdao, this paper aims to find the underlying rules and essence behind the phenomenon and explore the countermeasures of protecting the legal rights of peasant-workers, which serves as a referential proposal for the concerned authorities to lay down effective rules and regulations.
