Since U.S. Secretary of State Robert Zuolik made a speech that America should urge China to become a responsible stakeholder under the international system, a lot of scholars have been considering it marked that America was reformulating China's identity and Bush government had acknowledged and accepted the truth of China's rise. They looked forward to a good relationship between China and America. However, author believes that American government will not acknowledge and accept objective truth of China's rise; consequently, It will not give up long term strategic thinking of restraining China's development, meanwhile, Sino-American relation will not "have a fundamental change" as some scholars have expected.The article aims to adopt structural analytic method, historical and logical integrated method, deductive method, inductive method, qualitative and quantitative integrated method, and comparison analytic method to reveal that Bush government still considers restraining China's rise as an extremely important strategic factor toward China and to raise different opinions. Then author manages to find the theoretical center of resistance of "restrain" from offensive realism. Finally, the article demonstrates the theoretical and practical predicament about strategic thinking of America's restraining China's rise, and then concludes that China's development does not pose a threat to any country, China is unwilling and has no actual strength to challenge American global hegemony and Americans' view about China's posing a threat has no standpoint.The article has the creative aspect that author adopts the structural analytical method that Mearsheimer has used to analyze from another key constructive factor of "actual strength allocation" ,and then concludes that "China has no objective terms of challenging America's interest in Northeast Asia and international order America monopolizes". As the same structural analytical method, conclusion that is completely different from Mearsheimer has been made.
