Offensive realism believes that great powers are always looking for opportunities to seize power beyond their opponents,and the ultimate goal is to gain hegemony.Unless there is an extraordinary country with absolute superiority,the system does not allow the existence of countries that maintain the status quo.On the contrary,the system is full of large countries with revisionist intentions.To put it simply,the great powers seek to maximize the possession of world power.This urges potential rising powers to always be contained by existing hegemony.After the Cold War,China was the only major country in the world that achieved rapid economic growth,and its economy surpassed Japan to become the world’s second largest economy.This situation makes the United States feel that its hegemony is being challenged.The US government put forward the "Asia-Pacific Re-balancing Strategy" and the"Indo-Pacific Strategy" before and after China’s rise,hoping to achieve containment of China’s development by recasting "balance of power" in the Asia-Pacific region.From the Russo-Japanese War to the struggle for hegemony between the United States and the Soviet Union,Northeast Asia has always been the region with the most intense power competition in the Asia-Pacific region.Therefore,the strategic position of Northeast Asia is very important for major powers.The strategy of major powers in Northeast Asia will affect regional Security and stability.After the Cold War,the biggest geopolitical event was the rise of China.China enhanced its economic strength by focusing on economic development,and in order to ensure national security,it enhanced its military strength through military modernization.Northeast Asia is China’s surrounding area,so the security and stability of Northeast Asia is China’s regional strategy to ensure national stability.However,as an existing hegemonic power,the United States believes that China’s rapid economic growth and accompanying military modernization will prompt China to compete with its surrounding areas for power and pursue regional hegemony.Northeast Asia,as a key area where the United States highlights its hegemony on a global scale,should go all out to prevent China from gaining regional hegemony.Offensive realism believes that most of China’s neighboring congresses unite with the United States to contain China’s power.The result will be fierce security competition,and war may also be possible.Among them,in Northeast Asia,Japan will play a pillar role in the US strategy to contain China.The road to China’s rise will not be smooth.However,the advent of offensive realism theory and the inference of the "China threat theory" have been controversial in the international community.Scholars criticized the narrowness of the theory and the absurdity of the "China Threat Theory"from multiple angles.Although the theory of offensive realism has certain limitations,analyzing the methods and strategies adopted by the hegemonic power against the power competition of the rising power through this theory can help the rising power prevent strategic misjudgments and avoid conflicts and even wars.Maintaining regional security and stability still has certain enlightening significance.
