Initial Research On Legislation Of Wetland Ecosystem Protection Of Northwest Area

Taking the present situation of wetland ecosystem protection of northwest area, especially of Gansu and Qinghai province for instance, and on the basis of analyzing wetland environmental features, pollution, destruction and legal causes completely and comprehensively, the thesis, on the viewpoint of "comprehensive" legislation, puts forward some measures of constructing the wetland ecosystem in order to develop the area's economy, society and environment harmoniously. The thesis consists of five chapters.Chapter one, "background and foundation of enhancing the legislation of northwest area's wetland ecosystem protection", expounds the basic states of northwest area's wetland ecosystem systematically.Chapter two, "the analysis of legal states of northwest area's wetland ecosystem protection", mainly discusses the basic legislative idea, legal culture environment, legislation, legal supervision and execution of wetland ecosystem's legal protection in northwest area.Chapter three, "legislative idea and legislative principles of northwest area's wetland ecosystem protection", mainly expounds the global background, developing progress and possibility of using Integrated Ecosystem Management (EEM) as the legislative idea of northwest area's wetland ecosystem protection, and discusses the legislative principles of northwest area's wetland ecosystem protection systematically.Chapter four, "legislative pattern of northwest area's wetland ecosystem protection", chiefly discusses the basic implication of legislative pattern, comments on the legislative pattern/ supervisory pattern of wetland ecosystem protection of international and many foreign countries and districts, puts forward and discusses that comprehensive legislative pattern should be adopted in northwest area's wetland ecosystem protection.On the basis of the above discussion, chapter five, "legal systems of northwest area's wetland ecosystem protection", specifically discusses some important legal systems that should be implemented in northwest area's wetland ecosystem protection.
