This paper takes the actual state of the transformation term vulnerable group as background, analyzes the cause of vulnerable group and its inferior position; makes brief elaboration about its existence and development, makes reference to domestic and international literature about organizational principle, operational principle, and performance evaluation, etc .to analyze the character of public-spirited styled NGO and its function in the social supporting.Currently, study concerning the public-spirited styled NGO participating social supporting is less, and the research of power mechanism also limits at the motivation study, mainly including the push power for social development and itself survival pressure.The power mechanism is the angle of the analytical subject, generally from inner power and outer power, but the power mechanism is a regular process of mutuality and reciprocity, which is divided into the course of the power source, the power conversion, the power supervision and feedback, it can impersonate circulation and motility, and make theoretical analysis to the result of the power mechanism.The textual research object limits at civilian organized group, mainly lays particular emphasis on the public-spirited styled NGO and the setup of the vulnerable group social supporting system, apply social supporting theories to research public-spirited styled NGO's function in the social supporting system; takes power mechanism as a point of departure for our survey, the power source studies public-spirited styled NGO why want to participate in social supporting from the subjective requirement of the public-spirited styled NGO and the objective requirement of the vulnerable group; The power conversion studies the course of the public-spirited type NGO participating social supporting from conversion of subjective and objective condition ; the power supervision and the feedback from performance evaluation theories mainly studies the validity subject of the public-spirited styled NGO participating social supporting; The objective and performance of power mechanism studies what kind of form displayed about the public-spirited type NGO participating social supporting from the theories about fulfillment form and the operation mode of social supporting, the action of supporting and supported will become a perpetual interaction course, this is the purpose of research of the public-spirited styled NGO participating social supporting system.This paper provided theoretical basis that the public-spirited styled NGO participates the social supporting system, and made suggestions about the setup of vulnerable group social supporting system at the transformation term.
