Based on this, the text analyse urbanite's poverty with the national condition in China.Second, the text sum up the history of the minimum living security system for urbanite. For fourteen years, this system has covered and guaranted 22,000,000 urbanites. It's a social assistance program that has Chinese characteristics.Third, this part is the core of the text. The part judge and analyse security effect of the system that seldom is researched. This article try and study it. For this problem, this article answer from two sides, on the one hand, the article analyse coverage range, on the other hand, this article analyse effect that system secure the poor's living. Some experiments such as developmented countries and HongKong are available. They can provide useful thinking for perfecting minimum living security system.
