A Study On Urbanite's Minmum Living Security System In Shanxi Province

The minimum living security system is a kind of social salvation system carried out in most market directed economy countries. It aims to secure the basic subsistence rights of all citizens. This system sets up a lowest security line according to people's minimum living requirements and those under the line have the right to get cash and material salvation supplied by government and society which is in conformity with legal procedure and standard. The llrbanite's Minimum Living Security System of china founded in 1993 has got on to the lagal track with the promulgation of Ragulation of Urbanite's Minimum Security System by the stste Council. Taiyuan took the lead in promulgating and carrying out the Urbanite's Minimum Living Security System on July 1st in 1977. In1999, 119 counties of Shanxi Province had set up the security system. On Auguest 1st in 2004, Enforcement Measures of Urbanite's Minimum Living Security System in Shanxi Province was put into effect and it has been playing an important role in the developmant of economy and social stability.The effect of the minimum living security system is not very satisfactory due to the problems existing in the system itself and influence of economic development. Therefore it is necessary to make further improvements for the system, such as, optimizing the system framework, making reasonable standards for minimum security, strengthening enforcement system and improving the working system of minimum living security system. We should pay more attention to the standaraization and legality of the system to ensure sustainable deveolpment which should be consistent with the economic and social structure.Based on the above statement and relative theory of minimum living security system, this paper aims to make an analysis of the current and development trend of the Urbanite's Minimum Living Security System in Shanxi Province.
