U.S.-Russian nuclear arms control is an important issue in their relations. The control is not only influenced by the international and domestic situation, but also by the bilateral relations, vice verse, the progress of nuclear arms control is also an important factor that affects and restrains affecting and restraining the U.S.-Russian relations.This thesis mainly reviews the nuclear arms control process between the United States and (the Soviet Union) Russian Federation before and after the breakup of the Soviet Union. With extensive historical data which shows the struggle and cooperation between the U.S. and (the Soviet Union) Russia in dealing with the nuclear legacy of the Soviet Union, signing, ratifying and implementing the U.S.-Soviet "The Strategic Arms Reduction Treaty in Phase One" (START I), the U.S.-Russia "Strategic Arms Reduction Treaty in Phase Two" (START II), the U.S.-Russia "The Strategic Offensive Arms Reduction Treaty" (START III) and the "Comprehensive Nuclear Test Ban Treaty" (CTBT), the thesis tries to summarize and reveal the rules of U.S.-Russian nuclear arms control. The U.S.-Russian nuclear arms control process reflects basically the complicated U.S.-Russian relations in the Post-Cold War. When the bilateral relations developed smoothly, there was great progress on nuclear arms control; when conflicts arose, the nuclear arms control treaty became a weight or even victim between the two nations. The different strategic objectives, national interest and culture between the U.S. and Russia will lead the U.S.-Russian relations into inevitable conflicts and contradictions in the future. On the subject of the nuclear arms control which related to national security, the compromise and struggle, dialogue and confrontation, antagonism and cooperation between the United States and Russia will coexist in a long term.China is a nuclear state, but the one with the smallest nuclear arsenals and the weakest force among the five nuclear Powers. Due to complex nuclear situation and threat in our neighborhood, the nuclear proliferation and nuclear arms control issues shouldn't be ignored. Expect this thesis provides us reference and edification.
