On The Criteria System Of Local Government Performance Assessment

The performance assessment of government and other public sectors was widely accepted in the world from the 1980's. The concept of government performance assessment was first introduced in China by the end of the last century. Our government has made great effort to be more effective, and on the other hand, many jobs has been done on measuring the performance of local government leaders. Accompanying the promotion of scientific view of development, right measurement of government and leaders' performance, and the effort of building a harmonious society, how to assess the performance of the government and its leaders turns to be a very hot topic.Based on the study home and abroad of the performance assessment of the government and its leaders, this thesis points out that the current assessment criteria system of performance of government is not so comprehensive, systematic and scientific. Less techniques are provided in designing this criteria system, so the indicators are usually used without adequate consideration.The thesis attempts to study the macro assessment criteria system of performance of local government. By using the Open Complex Giant System theory and the combination of four approaches to measure effectiveness of organization, this thesis attempts to put forward five principles of formulating assessment criteria system. The thesis also establishes a criteria system of performance of local government including nineteen quantitative indicators and nine qualitative indicators. In the end, the thesis brings forward the main points of the application of the criteria system.
