Study Of Government Performance Measurement Based On Building Up Of A Harmonious Society

Government performance measurement is one kind of tool introduced by government at the early of 20th century to improve governance and relationships between government and society through evaluating the achievement and efficiency of government. Since the New Public Management was booming during 1970s, this tool was recovered and readopted into government, results were the most import things. We called it "result-oriented performance measurement".This paper first gives a brief introduction to the thought of "result-oriented performance measurement" and relative background, then takes the performance measurement of Phoenix, Arizona, USA as a sample, to indicate that this system has good strategic management functions. It can focus on the real purpose and arrange the resources into the best position, which is the principle of "result-oriented performance measurement". As to the great job of building up of a harmonious society in China, this paper indicates that building up of a harmonious society is the biggest result and social interest of government performance measurement in China. It gives value orientation to government and help installing right achievement notion through adjusting the traditional one; Moreover, the government performance measurement is an important guideline to the development of society, it is a powerful motivity mechanism to build up of a harmonious society .At last, this paper analyses the problem of present system and resulting bad effects on building up of a harmonious society. It also gives relative suggestions and instructions for these problems too.
