Research On The Constitution Of Indicators System Of Performance Measurement In China's Local Government

As an important governing tool for evaluate and improve performance, the local-government-performance evaluation is one of new subjects of modern public administration research, and arose universal attention and recognition from governments and academes all over the world. It can be clearly seen from the development history of performance measurement in western governments since 1970s that the research of performance measurement in the west has been shifted from the theory-focused to practice-focused. During the practice, the theory is constantly advanced forward. In the past several years, the research of performance measurement in government in China is mainly concentrated on the introduction of theory of western countries, But now the emphasis is the whole application of measurement in reality. To design a scientific is the key step of the whole process of performance measurement in local government. And it is the objective requirements of the development of our society.In this thesis, I try to constitute a indicator system, basing on indicating some problems during the process of local-government-performance evaluation in our country. This article refers to the successful evaluation methods and,experience of western development countries, designs an index system for measuring local government performance. The index system consists of 4 first-grade indexes, including economic regulation ,public service ,politics civilization and local government self-construction. Furthermore, it has 22 second-grade indexes and 113 simplex indexes.At the same time ,This article also try to change the traditional way of setting the percent of the indicators. I try to figure it though advantage mathematics by building matrix. And I hope to make local government performance better china.
