In the seventeenth or eighteenth century, westem scholars for bourgeois brought forward theory of People sovereignty and Political surrogate based on analyzing human's early Nature being and "rational government", which offered thick doctrinal foundation for governmental credit attribute. Marx and Marxists, with the historical materialism instead of persisting in dummy scene of God arranging and God enduing human rights, rationally analyzed the fact of government lacking of credit in the rank country. At the same time, they have actively been probing into the "should" of governmental credit in the socialist country. That credit principle is the intrinsic stipulation of our govemmental administrative ethic is determined by people's democratic dictatorship, people's congress system, political parties' cooperation and negotiation system with leadership of the communist party of China and social market-oriented economy system. Nowadays, the credit condition of our local government is not always optimistic. Most of the important reasons are, in the course of social construction and system transformation, the conflict between the new system and the old one and the lag for politic system and the state's administrative system. After analyzing the reasons in the system of our some local government breaking their promises, this thesis is in approaching the ways in the system of credit government from two ethic rules of credit government system construction. This thesis considers systems building of credit government should been proceeded with from six following aspects: 1. Deepening reformation of governmental administration systems under the direction of theory of credit government; 2.Perfecting credit systems of stipulating of public policy; 3.Constituting credit systems of effective administration and promulgation and carrying out of public policy; 4.Perfecting governmental systems of information opening and communication; 5.Perfecting civil servants' systems of credit administration; (6)Perfecting governmental credit supervising mechanism.
