The Investigation Of Philanthropy Management System In China Base On State And Society Theory

Philanthropy is an important Public management for assisting the low incomes; however, the step of development in Philanthropy is slow in China. The purpose of this research is to seek the solution. The research was focused on the Philanthropy Management System from the government, which is the most important factor to affect the development of Philanthropy in China. Management system is always based on the relationship of country and society. The basic theory of this research is the relationship of state and society.After a review of the history of the development of Philanthropy Management System in China and its current situation, it was pointed out that our Philanthropy Management System didn' t keep up with the change of relationship of state and society, which is the root cause of the existing problems. Based on the goal of "small government and large society" , the development method of Philanthropy Management System in China in future should be the encouragement and assistance of the development of Philanthropy organization.At the end of paper, to assist the development of Philanthropy, it was suggested that the method to build the Philanthropy management system from government is necessary to be changed. Society should contribute more in the Philanthropy management system. The Philanthropy law should be speeding up in process. Furthermore, suggestions were provided to protect of common good property, lower the requirement of registration, increase the tax exemption and enforce the management monitoring.
