The Study On Performance Of Countryside And Township Governments Under The View Of "Green" GDP

Countryside and township governments (C&TGs) are the primary political power organizations in our State, and are the foothold of the Party and State work and business, as well as the direct leaders and administrators in the construction of new socialistic countryside. However, in recent years, the value orientation and contents design for the C&TGs to obtain performance, are not always accordant to the function of C&TGs under the condition of market economics, and also inconsistent to the requirements of "green" GDP (GGDP), which may disorientate or disorder the of role played by the C&TGs and thus the C&TGs functions will be hindered.In this work, on the basis of clarifying the importance of creating administrative performance in the evaluation of C&TGs, we believe that it is very meaningful to direct the C&TGs to create performance with the idea of GGDP and suggest some specific measures; and by combining to local work reality, we have also proposed improvement methods for reference in the C&TGs performance' evaluation, from the view of omni-directional, harmonic and sustainable development, in order to have some breakthrough or innovation in the C&TGs performance' study.The history of the GGDP theory and the development in administrative ecology are not long, but the theory has supplied a brand new viewpoint and omni-directional development methodology to the administrative management science study. However, this study is also beyond the GGDP view and give a more broadened connotation; by combined with the viewpoint from administrative ecology, the work grasps deeply the social administrative system—the ecological analogous system, by exploiting systematic, dynamic, omni-directional and developing methods to survey and study comprehensively the related factors in the construction of government's performance, and propose originally the principles and orientation that should be followed and grasped upon the C&TGs' GGDP construction; and to understand accurately the relations between government and administrative environment, i.e., the relations between the government and the society, market, enterprises, citizens, etc..., to regulate distinctively the "ecology position" of the government in the complicated relations. Meanwhile, by exploiting administrative ecology science theoretical methods in the construction of GGDP performance, my thesis has pointed out that the systematic view and development view should be very minded in the construction of government performance, and also emphasized on that the administrative environment factors will promote or hinder the government performaance construction. These have significant meaning in the government reformation and construction the GGDP.In this work, by exploiting the New public management theory, GGDP theory, administrative ecology theory as the analytical tools, and adopting comprehensively the systematic method, comparative study method, and case study method, etc... , with the viewpoint of GGDP theory and administrative ecology, from the social administrative system level, and combined to the reality that our society is still in a background of "Prism-like" society regarded by the administrative ecology, we have surveyed dynamically and comprehensively the construction of the C&TGs performance, and investigated the construction idea for the GGDP performance, in order to accelerate the change of the functions of the C&TGs, and to supply a thinking method for the construction of a omni-oriented, scientific and sustainable development people's government.
