Study On The Performance Evaluation Of Township Governments In The Perspective Of Synergy

Since the 18 th CPC National Congress,the central government has accelerated the transformation of government functions,vigorously promoted the level of government services and guided the local governments to explore and practice performance evaluation.More governments,experts and scholars focus on government performance evaluation above county level.The research of the performance evaluation of township government is less.Most of the domestic research focuses on the various elements,problems and countermeasures of the government performance evaluation.There are less new vision and new ideas and is lack of operational measures.On the whole,the research of government performance evaluation,especially the performance evaluation of township government,is still at the initial stage.The performance evaluation of township government is still disordered and lack of collaboration and spontaneity.Until the beginning of this century,the British scholar Tom Ling put forward a top-down target responsibility in the research on synergistic management.The synergistic way was to form new synergistic incentive mechanism through the performance evaluation.The relationship between the performance evaluation and synergy was pioneered here,which provided a new perspective for the study of government performance evaluation.Starting from the perspective of government,public,experts and scholars,based on combing the literature of China's synergetics and synergistic government management,foreign government performance evaluation and Chinese government performance evaluation,this paper introduces the theory of synergy to analyze the urgency and possibility of the introduction of the theory of synergy into township government performance evaluation and concretely discusses the synergistic subject,synergisticperspective and three synergistic steps in township government performance evaluation.And then combined with the actual situation of X town that the author has ever worked in,it makes a in-depth research,explores the existing problems and influencing factors of X town government performance evaluation in the perspective of synergy and finally draws up the countermeasures of township government performance evaluation in the perspective of synergy,that is,it is necessary to strengthen the division of labor and synergy of the synergistic subjects in township government performance evaluation,construct the synergistic index system framework of the township government performance evaluation from multi angles and step by step establish a synergistic mechanism for township government performance evaluation so as to result in the synergetic effect of township government performance evaluation system and promote the optimization of township government function and the improvement of public service level.
