Reconstruction Of Social Management Function Of Township Governments In Building A New Socialist Countryside

How to convert social management function of township government has been an important issue for the study of township government function. Building a new socialist countryside gives a new direction for the development of the countryside as well as an opportunity for the township governments to convert their function. The relationship between states and society under the old social management system is to highlight states while weaken society, in which the relationship between township governments and farmers is to control and to be control. Since the state did not rationalize with the relationship between the government and society, the public could not make sound development, and the government has become "an omnipotent government ". The government undertook many too social affairs which it should not and could not undertake. With the development of society, inappropriate relationship between state and society can bring about serious distortion of the function of township governments. The township governments become profit-seeking economy entities instead of servers for the development of the countryside. From the perspective of adjusting the relationship between state and society, the converting of social management function of township governments in the construction of a new socialist countryside is to turn the township governments into service-oriented governments, and to turn the relationship between the government and farmers into the relationships between the servers and the served. The township government should adjust their scope and method of social management, and serve the building of a new socialist countryside and the development of the countryside.This paper encompasses three chapters.The first chapter gives an analysis of the social management function of government and the relationship between state and society theoretically, that is, to provide a theoretical basis for the conversion of social management function of township government.In the second chapter, with a careful analysis of the status quo of social management function of township governments, the author finds out the reason for neglect and apposition of governments in conducting social management function.In the third chapter, the author puts forwards some principles and policies for the township government to convert social management function from the aspect of converting relationships between state and rural communities, relationships between township governments and farmers in the process of building a new socialist countryside...
