This thesis regards the policemen in judicial and executive systems as a whole, from the perspective of human resource management, observes and analyzes the current situation of human resource management of policemen in judicial and executive systems in China and then makes a detailed analysis of it. The problems fall into four aspects such as planning of human resources, performance management, talent drain and lack of motivation mechanism, by drawing on the basic theory of human resource management. The thesis probes into the root cause by means of applying the theory of human resource management in public department. The author sets forth some solutions to these problems and designs a brand new classification management and a mode of education and training by reading a large quantity of literature on management of policemen working in foreign prisons and making a comparison with management of policemen working in judicial and executive systems.In contrast to the current police management in judicial and executive systems, the author classifies policemen under the following four types: executives, technicians, guards and assistants. And according to this classification, the author works out the principles of salary system as well as steps for promotion of policemen in the hope of making a close connection between factual salary level of policemen working in prisons and their corresponding qualifications and responsibilities. As a result, salary calculation can't simply depend on whether you are policemen or not. The author suggests some improvements on current training system of policemen and draws up four categories in terms of training on preliminary positions, qualifications, expertise and skills, and practical skills.
