Since 20 century 70's birth policy put into practice in china, china have changed from high birthrate, high death rate & high natural growth rate to low birthrate, low death rate & low natural growth rate. But during these changes China have come into an aging society. Today many countries have come into aging societies. It is very important to settle this question, especially for china. China comes into an aging society so fast is mainly caused by rapid birthrate drop. The rapid birthrate drop is mainly caused by the strict birth policy. So it is necessary to re-examine and regulate our birth policy. This dissertation focuses on Changshu city, analyses the process of Changshu city coming into an aging society and the effects of birth policy to aging Chinese , exposes the main causes ,and puts forward some suggestions to our birth policy. At last,writer provides the countemeasures for improving the population structure,adjusting the birth policy and building up social support systems for the old.This dissertation has four chapters. Chapter 1 summarizes the purposes, significances, present research conditions and the research methods of this paper. Chapter 2 completely analyses the status quo and trend of Chinese aging. Chapter 3 focuses on Changshu city, based on the analysis of practical population data, puts forward the main causes of the rapid aging society and effects of birth policy to the rapid aging society. At last, this paper gives some suggestions to Changshu city's increasingly aging population structure.The article wields population-sociology and public policy theory,,adopts norm research method and the individual cases , combines quantitative analysises with qualitative analysises together. I hope that my advices will have some help for solving the old-age problem,not only for ChangShu city but also for other areas.
