This paper does a complete and deep research on the corruption in appointment and management of cadres by using the methods of bibliographic research, the case analysis and the comparative analysis. It includes its definition, its main performance, its development characteristics, its main harm and its main origin. It also proposes its preventing and controlling countermeasure. This article holds a view that this kind of corruption, one of the most poisonous tumors in social economy and political life of human beings, is a kind of behavior that one abuses his political power to make personal profit. Corruption in appointment and management of cadres is that party politics leading body and the leading cadres abuse their power to obtain profit in the process of appointing or dismissing cadres. It is the main corruption and the most serious one in political activity. The main performances are shown as the followings. One runs to the head for cadre appointment; one"sells"positions and others buy them; one appoints people by favoritism; one forms a faction; one does"the practice of"what I say goes"; they exchange gifts between appointment related persons; cadres protect one another; the higher authority intervenes the appointment of its low level; illegal activities in appointment faint wild and position seekers treat authority and give present to them; Bribery in vote sometimes occurs. The development characteristics of corruption in appointment and management of cadres indicates that there are too many persons in charge of personnel service, too many"nest cases"and"string cases". There are obvious features of collective corruption, appointment transactions comes to the high-level, corruption appears the seller marketization with more confidentiality, fighting against corruption presents the complication. Its main harms are as followings. It affects the enhancement of the party cadre troop's quality, the improvement of the relationship between party and masses cadre, cadre and masses. It also influences party spirit, common social practice and social convention improvement and even threatens the national long-term peace and good government. The primary causes of corruption include historical root, system root, and thought root. In the process of preventing and controlling corruption in appointment of cadres, we must persist to treat the symptoms and the causes in comprehensive order. It is essential to educate leaders to form a right view on appointment and further reform and consummate the appointment system and establish the source to prevent corruption. This article believes that by taking powerful measures, we can certainly resist and correct the unhealthy tendency on appointment and management of cadres. Only in this way can a nation build a mechanism to collect the talents, and enable them to display their ability. Therefore, all the talents can transfer their positions flexibly. The party can train a group of outstanding talents who own good art of leadership, and then construct a cadre team of high quality, guaranteeing our Communist Party of China being in power long-term and keeping the nation peace and stable.
