Research On Prevention And Punishment Of The Punishment Of The Transpotr Syeterm In Corruption

With the rapid growth of social economy, transportation industry develop rapidly, the investment on the engineering construction of traffic system has been increased yearly. Huge profits of projects of traffic system construction induced the internal corruption crimes of traffic system increasingly, the large amount of money involved and those with high position involved. The means of crime is hidden and complex. Corruption phenomenon seriously damages the overall image and the credibility of the transport system, but also causes serious damage to the quality of highway, which tend to threaten public transport safety. According to the collected data, this thesis starts with the links prone to corruption in the traffic system in recent years, analyzes the characteristics of the corruption in traffic system, illustrates the cause of corruption crime and puts forward the prevention and punishment measures for the traffic system of corruption.This thesis is divided into five parts:The first section is the introduction. It mainly includes four aspects:research background and significance, research status at home and abroad and the research contents. It introduces the serious current corruption in transport systems, shows the significance of the research on the basis of clarifying the reason for selecting the topic and states specifically the key point of this topic research.The second section is the theoretical and policy basis of prevention and punishment of the transport system. In terms of theory, it mainly expounds state leaders’relevant expositions of the perspective of the importance of anti-corruption and anti-corruption education, and the construction of anti-corruption system. On policy, it based on the party’s report and relevant documents issued by the Party’ Central Committee, the State Council and the Ministry of Transportation since the fourteenth NPC. In terms of legal basis, it is mainly in accordance with the Criminal Law’s definitions of corruption and bribery and malfeasance and crime and punishment of major safety accident.The third section is the analysis of corruption in transport system. It studies the actual case of corruption in transport system through the collection of data and sums up the characteristics of traffic system corruption and links prone to corruption. Combined with the actual situation of engineering construction work in transport systems, it explains the specific content of links prone to corruption from the aspects of the project tendering and bidding, project subcontracting and contract-transferring, materials and equipment procurement, engineering quality supervision and so on.The fourth section is the causes of corruption in transport systems, such as incorrupt thoughts, management system and administrative supervision. The reasons of supervision and management mainly refer to that the audit quality of construction project needs to be improved and the effect of supervision departments is not obvious and so on.The fifth section puts forward corresponding measures:First, to strengthen cultural construction of integrity in transport system; Second, to establish a sound system of the management of the traffic system, including further refining bidding and tendering system, construction management system and the administrative examination and approval system; Third, to further strengthen the administrative supervision of transportation system.
