The reform of institutional organization of the villages and towns is the most important and difficult part. The servicing mode puts rural affairs into the market, which results in the weakness of the organization and the peasants' benefits are also damaged. This article tends to brings out such a mode: According to the necessity of the reorganization of the government at the level of village and town, 1-2 institutional organizations can by set up in some villages or towns . The other organizations related to agriculture should be condensed to only one organization serving specially for agricultural affairs and it should be set up in every village or town.This article puts forward several concrete ways to advance the reform of the institutional organizations of village and town in the context of constructing the new rural areas. it should give a scientific definition and classification of these institutional organizations before the reform. Firstly, to reasonably relocate the function and ? facilitate the administrative function. The second is carry out their functions effectively. The third point is to make redundant and guarantee enough funds to be allocated in time. The forth one is to optimize the staff. At the last the article gives a bald prediction that the institutional organizations of villages and towns will die out with the economic and political development.
